A report said that over 420,000 people in Wales (18 per cent of the adult population) had fallen behind with meeting bills or credit repayments in the previous year. This included 29 per cent of younger people (aged 18-34), around one-quarter of people with long-term illnesses or disabilities (23 per cent), and over one-quarter of those on lower incomes (26 per cent).

A think-tank report examined efforts by the Welsh Assembly Government to make asset-based welfare a key part of its long-term strategy to tackle child poverty. It called for specific measures designed to increase the number of parents opening child trust funds, to ensure a high rate of uptake for CTF Cymru, and to encourage more parents with low incomes to place additional funds in their children's CTFs.

A report by a committee of the National Assembly for Wales said that the 'Communities First' programme – designed to tackle deprivation and improve the living conditions and prospects for people in the most disadvantaged communities across Wales – had not delivered good value for the significant amount of public money spent on it.
